Por ĉi tiu regularo, "nelibera enhavo" signifas ĉiuj kopirajtitaj bildoj kaj aliaj dosieroj kiu ne havas permesilon pri senpaga enhavo. Tia materialo povas esti uzata nur kiam ĉiuj 10 de la jenaj kondiĉoj estus plenumigitaj:
 
# Neniu libera alternativo. Ne-liberaj dosieroj estas uzataj nur kiam neniu libera alternativo estas havelba aŭ kreebla, tiu servus la saman enciklopedian celon. 4. Previous publication. Non-free content must have been published outside Wikipedia.
5. Content. Non-free content meets general Wikipedia content requirements and is encyclopedic.
