Sorry, I'm not too fluent in Esperanto!
San Leone is titular diocese, sure! But, sometimes, for will of the pope, the titular bishop is created arcbishop "pro hac vice" (for this time). This happens for the only time the current bishop is in life. When the titular dies, the see come-back to be diocese. The reference that says that card Grech was archbishop is taken from Vatican Site.
