Proponata regulo «Supozu bonajn intencojn»
La regulpropono «Supozu bonajn intencojn» ekzistas jam dum kvar jaroj, sed ĝis nun konservas statuson de propono. Inter la ligiloj al ĝi mi ne trovis diskuton por oficialigi ĝin. Kaj mi opinias, ke la teksto estas mallonga kaj diras preskaŭ nenion; tial mi tradukis (kun modifoj) la koncernan oficialan regulon de la ruslingva Vikipedio.
Jen du proponataj tekstoj:
- la menciita malnova propono estas legebla ĉe Vikipedio:Supozu bonajn intencojn,
- alia propono dume situas ĉe Vikipedio:Supozu bonajn intencojn/Alia propono.
Ni konsideru tiujn du tekstojn por elekti kaj eble poluri iun el ili. Rezulte ni elektu el du eblecoj.
- Se rezulte de diskuto la komunumo preferos la malnovan tekston, ĝi iĝos oficiala regulo aŭ rekomendo; la ŝablono «propono» supre de ĝi estos anstataŭita per respektiva ŝablono. Tiam la alia teksto iĝos rifuzita regulpropono, kiu restu sur sia nuna loko sed estu indikita per respektiva ŝablono «rifuzita regulpropono» (ĝi ankoraŭ ne ekzistas, mi kreos ĝin je la fino de ĉi diskuto).
- Se rezulte de diskuto la komunumo preferos la novan tekston, ĝi iĝos oficiala regulo aŭ rekomendo, kaj la malnova iĝos rifuzita regulpropono. Tiam la malnova teksto estu alinomita en subpaĝon (ekzemple, Vikipedio:Supozu bonajn intencojn/Malnova teksto), kaj la nova estu alinomita sur la lokon kie nun la malnova estas; ambaŭ tekstoj estu indikitaj per respektivaj ŝablonoj.

Kontraŭ
(Kontraŭ) ambaŭ. En la angla vikipedio ĉi tiu regulo estas tro ofte uzata por eviti ĉian kritikon pri intencoj. Ĝi iĝas facila maniero forbati kritikojn laŭ supozo tro naiva. Hodiaŭ oni bone scias, ke ŝtatoj kaj firmaoj dungas armeojn de gantopupoj. Kial supozi bonajn intencojn, sciante tion? Mi ne diras, ke tio ne estas bona sugesto, sed ĝi nek estu universala regulo; la situacio ne estas tiom simpla. Anticipa rezulto
Mi pardonpetas al ĉiuj pri mia longa silento.
La kolego DidCORN argumentas, ke la pli nova teksto estas bazita sur la spertoj de aliaj lingvaj sekcioj de Vikipedio. Ankaŭ la kolego Vikiano subtenas la novan tekston; komence li opiniis ĝin iom tro longa kaj polurinda, sed post centtaga prinensado li venis al la konkludo, ke la pli nova teksto estas ideala. La kolegino Jan sewi komence oponis ambaŭ tekstojn; post tralego de la nova teksto ŝi forstrekis sian antaŭan opinion kaj subtenis la novan tekston. La kolegoj Alaŭdo kaj Theomanou subtenas la novan tekston, aparte dirante, ke ĝia ioma longeco ne estas problemo.
La kolegoj Lingveno kaj nmaia subtenas la proponon ĝenerale, ne indikante sian preferon al la malnova aŭ al la nova teksto.
La kolegoj Rdelre, Hans Eo kaj Marek Mazurkiewicz oponas la novan tekston. Tamen ilia sola argumento kontraŭ ĝi estas ĝia longeco. Nu, tio estas ne argumento sed emocio. La plej mallonga teksto estas teskto ankoraŭ ne verkita. Tamen ja ne estas trafa ideo entute ne havi regulojn.
Sume mi vidas argumentadon por la nova teksto.
La kolego Salatonbv provis anstataŭi argumentadon per voĉdonado; poste li mem vidis, ke voĉdonado de funkcias. Vikipedio ne estas demokratio. Tamen se iu tamen kredas ke voĉoj estas pli gravaj ol argumentoj, do jen:
- tri voĉoj (Hans Eo, Marek Mazurkiewicz, Rdelre) por la malnova teksto;
- ses voĉoj (Alaŭdo, DidCORN, Gamliel Fiŝkin, Jan sewi, Theomanou, Vikiano) por la nova teksto;
- du voĉoj (Lingveno, nmaia) por la propono ĝenerale.
Do, se neniu prezentos novajn argumentojn (N.B.: ne emociojn, sed argumentojn), post kelkaj tagoj mi skribos la rezulton ĉi tie, kaj la nova (pli longa) teksto iĝos oficiala regulo de Vikipedio en Esperanto.
Se iu havas kion diri, bonvolu diri tion nun.

- Verdire, Gamliel Fishkin, ĉu mia sola argumento estas la longeco? Ne: mi parolis ankaŭ pri klareco. Ĉu mi proponis havi nenian regulon? Ne, mi nur favoris la malnovan tekston (anstataŭ la nova) kiel oficialan regulon.
- Tamen mia voĉdono estis "malforta" (malforta subteno por la malnova teksto kaj malforta opono al la nova). Mi vidas kelkajn problemojn en la nova teksto, sed nur malgravajn. - La "nova regulo" estas tipa burokrata elpensaĵo kaj nepre tro longa. Neniu legas tiajn. Kaj ĉiuokaze validas diversaj konsiloj pri afabla konduto kaj la rekomendo ignori regulojn.

En mia antaŭa mesaĝo mi koncize (nu, eble ne tiom koncize...) prezentis superrigardon pri parto de Esperanta agado dum la Vikimedia Konferenco 2018. Pluraj el unuopaj punktoj tamen bezonas aktivan partoprenon de ĝuste vi! Ankaŭ la jena.
Nia grupo estis sub la nomo Esperanto kaj Libera Scio oficiale rekonita fare de la Fondaĵo Vikimedio kiel Vikimedia Uzanto-Grupo en 2013. Ekde tiam ni funkcias kiel neformala grupo kun distribuita (ni povas diri "laŭokaza") gvidado. Tio certagrade funkcias (ja vidu niajn ĝisnunajn sukcesojn kaj nune faratan laboron, ekz. Vikio amas ZEOjn). Sed dum la kunsido dum la Konferenco ni unuanime konstatis, ke ni povas atingi pli multe, helpi al pli da homoj kaj disvastigi vikimedion pli foren se ni pli intence zorgos pri bontenado kaj evoluo de niaj strukturo kaj strategio.
Tial ni starigis laborgrupon, kiu nin gvidos tra la procezo de starigo de tiu strukturo. Ni ankaŭ konscias, ke ne ĉiuj povis partopreni dum la konferenco kaj ke indas inkludi homojn kun diversaj kapabloj kaj talentoj por atingi elstaran sukceson!
Tial ni invitas vin al la laborgrupo por gvidi ELiSon al sekva nivelo!
- Kio estos la laboro?
- En la laborgrupo ni unue diskutos estontecon de ELiSo. Mi antaŭvidas 2-3 videovokojn kaj intertempan retpoŝtumadon kaj prilaboradon de dokumentoj. Laŭ rezultoj de tiuj diskutoj ni faros sekvajn agojn. Ni ĝenerale supozas, ke ni gvidos verkadon de statuto laŭ kiu ĉiu ELiSano elektos estraron. Detaloj estas por laborgrupa diskuto.
- Kiel aliĝi al la laborgrupo?
- Ĝis la 13a de Majo 2018 23:59 UTC deklaru vian intencon aliĝi per retmesaĝo al la dissendolisto eliso, al mi persone aŭ ĉi tie en la Diskutejo de la Esperanta Vikipedio.
- Ĉu aliĝante al la laborgrupo oni eniras estraron?
- Ne. La laborgrupo ekzistos por gvidi procezon por ekhavi funkciantan kaj firman strukturon; kiam tio estos atingita, la laborgrupo disiĝos. Membroj de la laborgrupo estas tre bonvenaj kaj invitataj plufunkcii en gvida rolo en ELiSo, sed tio ne estas deviga. Ĉiuokaze, precizan strukturon de estonta ELiSo ni interkonsentos en la laborgrupo kaj ni antaŭvidas diversajn manierojn kiel partopreni en ELiSo, ĉu en "estraro" aŭ ekster ĝi.
- Kiuj estas membroj de la laborgrupo?
- Dume estas 5 homoj: Leidy Sandoval Galindez, Juan Quintero Santacruz, Ivan Quintero Santacruz, Mathieu Stumpf Guntz kaj mi (KuboF Hromoslav). Mi volontulis por gvidi la laborgrupon.
Do, se vi volas vidi ELiSon atingadi pli multe kaj labori pli profesie, aliĝu!

Direktivo pri aŭtoraj rajtoj en EU
Saluton al ĉiuj,
morgaŭ (laŭ mezeŭropa tempo) Eŭropa Parlamento balotos pri pliprocesiigo de Direktivo pri aŭtoraj rajtoj en unuiĝinta cifereca merkato, kiu eĉ se ne iros al tuta cenzuro de Interreto, ĝi certe havas potencon ŝanĝi la manieron, laŭ kiu Interreto funkcias per enkonduko de limigoj de disvastigado de eĉ nur partoj de ĵurnalismaj tekstoj kaj antaŭa filtrado de uzanta enhavo ne nur sur "videopirataj" retejoj.
Kaj Vikimedia Fondaĵo kaj internacia vikimedia komunumo formas sian pozicion rilate al la proponita direktivo simile kiel internacia akademiularoivir.nl. Anglalingva Vikipedio informas en la formo de afiŝo legantojn pri la direktivo kaj itallingva Vikipedio eĉ malfunkciiĝis.bbc.com

Mi malrapide verkas la artikolon de la franca sindikato FSU. En la franclingva artikolo aperas la logotipo de ĝi; sed ĝi ne estas liberrajta. Mi scias ke por tiaj verkoj kiuj ne estas libere disponeblaj sed kiujn oni povas uzi laŭ la justa uzo eblas alŝuti ilin rekte en Vikipedion sen alŝuti ilin al Commons, sed mi ne certas kaj ne memoras kiel.
Ĉu mi pravas kaj, se jes, kiel oni povas tion fari?

Hello,
In a few weeks the Readers web team will be changing how some templates look on the mobile web site. We will make these templates more noticeable when viewing the article. We ask for your help in updating any templates that don't look correct.
What kind of templates? Specifically templates that notify readers and contributors about issues with the content of an article – the text and information in the article. Examples like Template:Unreferenced or Template:More citations needed. Right now these notifications are hidden behind a link under the title of an article. We will format templates like these (mostly those that use Template:Ambox or message box templates in general) to show a short summary under the page title. You can tap on the "Learn more" link to get more information.
For template editors we have some recommendations on how to make templates that are mobile-friendly and also further documentation on our work so far.
If you have questions about formatting templates for mobile, please leave a note on the project talk page or file a task in Phabricator and we will help you.

New Wikimedia password policy and requirements

The Wikimedia Foundation security team is implementing a new password policy and requirements. You can learn more about the project on MediaWiki.org.
These new requirements will apply to new accounts and privileged accounts. New accounts will be required to create a password with a minimum length of 8 characters. Privileged accounts will be prompted to update their password to one that is at least 10 characters in length.
These changes are planned to be in effect on December 13th. If you think your work or tools will be affected by this change, please let us know on the talk page.

Ilo por facila liberigado - bv. subteni monpeton!
En la Vikimedia movado ni ree kaj ree alfrontas la saman problemon: kutimaj verkoj estas protektataj per aŭtoraj rajtoj kaj pro tio ni ne povas ilin uzi en Vikimediaj projektoj. La problemo eĉ pligrandiĝas, se la aŭtoro forpasas kaj ties familio ne estas konata aŭ ne pretas cedi pri (hereditaj) aŭtoraj rajtoj.
Okazis, ekzemple, ke slovaka amatora Esperanta verkisto forpasis kaj lia familio postulis tre grandan sumon kontraŭ liaj poemoj. Slovakoj ne povis tiom pagi kaj la granda poemaro ŝajne estas poreterne pereita. Ĉu la verkisto volus disvastigi siajn poemojn, ekz. en Vikifontaro? Nu, mi ne scias. Sed ĉar li ne liberigis ilin, ni ŝajne neniam plu pvos tion fari.
Aliflanke, ankoraŭ vivas multaj kapablaj kaj kreemaj homoj, kiuj volonte provizos siajn librojn, filmojn aŭ muzikon por Vikifontaro aŭ Komunejo. Se nur se tio estos sufiĉe facila. Kun ties bonvolo povos niaj projektoj tre kreski!
Tial E@I (konata pro lernu.net, Somera Esperanto-Studado, sed ankaŭ diversa Vikimedia agado kaj simile) monpetis ĉe la Fondaĵo Vikimedio por projekto por plifaciligi liberigadon de propraj verkoj (kiu estos eĉ pli kapabla ol OTRS). Wiki Loves Love (WLL) is an international photography competition of Wikimedia Commons with the subject love testimonials happening in the month of February.
The primary goal of the competition is to document love testimonials through human cultural diversity such as monuments, ceremonies, snapshot of tender gesture, and miscellaneous objects used as symbol of love; to illustrate articles in the worldwide free encyclopedia Wikipedia, and other Wikimedia Foundation (WMF) projects.
The theme of 2019 iteration is Celebrations, Festivals, Ceremonies and rituals of love.

Aktualaĵoj, kaj tion, kion oni faras el ili
Saluton al ĉiuj,
Tie mi dezirus esprimi oponion, pri la maniero per kiu ni ĉiuj plibonigas Vikipedion, rilate al la aktualaĵoj.
Mi opinias, ke ni devus esti pli atentema por ligi la kreadon de artikoloj al la aktualaĵoj. Miasperte, multaj homoj serĉadas en Viki ĉefe por trovi informojn pri ilia ĉiutaga vivo, kies informojn pri freŝaj eventoj. Mi estas kompletinta la ribrukon de la aktualaĵoj ekde pluraj semajnoj, sed mi estas iom elreviĝata pri la enaj ligiloj. Jenas ekzemploj:
- Nadia Murad: nobel-premiita pri paco, ne ankoraŭ havas artikolon.
- 2014 MU69 aŭ Ultima Thule, ne havas veran artikolon.
- La artikolo de la nova prezidento de Meksiko Andrés Manuel López Obrador ne estis vere aktualigata de ...2006!!! (f..., ĉu ne estas esperantistoj en Meksiko???)
- La interna jemena milito, kaj la COP24 ne ankoraŭ havas artikolojn
- ktp
Tiuj mankoj, miaopinie, estas gravaj, ĉar ili malseriozigas la tutan esperanton. Vikipedio estus multe pli kredinda kaj loga, se ĝi estus pli proksima de aktualaj eventoj.
(Eble vi pensas: "Kial li ne verkas aŭ plibonigas tiujn artikolojn li mem, anstataŭ pasi tempon skribante tion?" Nu, mi povas respondi dumaniere: unue, mi lastatempe multe verkis, kaj ankoraŭ verkas, pri io, kiu ŝajnas al mi grava, kaj ne estis inde traktata en Viki: unu el la plej gravaj muzikartistoj de la dudeka jarcento; due, mi estas plentempa laboranto, edzo kaj patro de du knabinetoj... mi ne povas esti ĉie!)

- Mi komprenas vian alvokon, sed dubas pri reagoj. Ni ĉiuj estas tre okupitaj, prilaborante niajn temojn — ĉu temas pri kemiaj kombinaĵoj, poloj, hungaroj, germanoj, plantoj aŭ io alia. Kaj ni ĉiuj havas ankaŭ alian, ekstervikipedian vivon. Mankoj evidentas, sed ilin kaŭzas nesufiĉa nombro de kontribuantoj. - Fakte, unuflanke mi konsentas, ke en la Esperanta Vikipedio ofte mankas artikoloj pri novaj temoj, ili ofte estas relative mallongaj kaj plurfoje ne ĝisdatigataj. Tamen duaflanke, konsiderante kapacitojn de la Esperanta komunumo mi plurfoje miras, kion ĉion ni jam sukcesis atingi kaj plu atingas. Ofte kiam mi legas diversajn artikolojn mi rimarkas en kiom malmultaj lingvoj ili estas disponeblaj, sed ja estas en Esperanto! Tutaj temoj, kiuj mankas aŭ tre malabundas en mia denaska lingvo (la slovaka, pluroble pli granda ol Esperanto) estas pli vaste kovritaj en Esperanto.
- Mi konsentas, ke ni plu laboru (mi ja ĵus venis por verki ĝuste pri 2014 MU69 :), ni helpu al novuloj aliĝi, sed ni ja konsciu, ke nia Esperanta Vikipedio estas jam nun pli bonkvalita ol de pluraj etnaj lingvoj! --KuboF Hromoslav (diskuto) 19:42, 6 jan. 2019 (UTC)
FileExporter beta feature
A new beta feature will soon be released on all wikis: The FileExporter. It allows exports of files from a local wiki to Wikimedia Commons, including their file history and page history. Which files can be exported is defined by each wiki's community: Please check your wiki's configuration file if you want to use this feature.
The FileExporter has already been a beta feature on mediawiki.org, meta.wikimedia, deWP, faWP, arWP, koWP and on wikisource.org. After some functionality was added, it's now becoming a beta feature on all wikis. Deployment is planned for January 16. More information can be found on the project page.

The Wikimedia Foundation is planning a global consultation about communication. The goal is to bring Wikimedians and wiki-minded people together to improve tools for communication.
We want all contributors to be able to talk to each other on the wikis, whatever their experience, their skills or their devices.
We are looking for input from as many different parts of the Wikimedia community as possible. It will come from multiple projects, in multiple languages, and with multiple perspectives.
We are currently planning the consultation. We need your help.
We need volunteers to help talk to their communities or user groups.
You can help by hosting a discussion at your wiki. Here's what to do:
- First, sign up your group here.
- Next, create a page (or a section on a Village pump, or an e-mail thread – whatever is natural for your group) to collect information from other people in your group. This is not a vote or decision-making discussion: we are just collecting feedback.
- Then ask people what they think about communication processes. We want to hear stories and other information about how people communicate with each other on and off wiki. Please consider asking these five questions:
- When you want to discuss a topic with your community, what tools work for you, and what problems block you?
- What about talk pages works for newcomers, and what blocks them?
- What do others struggle with in your community about talk pages?
- What do you wish you could do on talk pages, but can't due to the technical limitations?
- What are the important aspects of a "wiki discussion"?
- Finally, please go to Talk pages consultation 2019 on Mediawiki.org and report what you learned from your group. Please include links if the discussion is available to the public.
You can also help build the list of the many different ways people talk to each other.
Not all groups active on wikis or around wikis use the same way to discuss things: it can happen on wiki, on social networks, through external tools... Tell us how your group communicates.

Venu al Vikimanio 2019 en Svedio, eble eĉ senpage
Kiel ĉiujare, ankaŭ tiun ĉi someron okazos Vikimanio - la plej granda renkontiĝo de la Vikimedia movado, iom konferenco, iom festivalo kaj multaj subtenantoj de Vikimedio! Ĝi okazos la 14an-18an de Aŭgusto 2019 (la antaŭkonferenco 14an-15an) en Stokholmo, Svedio.
Ni scias, ke por multaj el vi tio estas longa vojaĝo kaj tia ĉi partopreno povas esti signifa ŝargo por familia buĝeto. Ankaŭ pro tio la Fondaĵo Vikimedio provizas certan kvanton da stipendioj, danke al kiuj vi havas ŝancon partopreni malpli koste aŭ eĉ senpage! Pro tiu eblo ni tre dankas!
En la laborgrupo Esperanto kaj Libera Scio ni por Esperanto-parolantaj Vikimedianoj jam la 2an fojon provizas specialan servon - konsultadon de stipendipetoj! Proponata Regulŝanĝo «Esperantigo de nomoj»
La paĝo Vikipedio:Titoloj_de_artikoloj diras "Jenaj nomoj ĉiam estu Esperantigitaj [...] nomoj kiuj estas ofte Esperantigitaj." Kial do "Richard Schulz" estas la titolo de la artikolo pri Rikardo Ŝulco, aŭ "Lluís Mimó Epinalt" estas la titolo de la artikolo pri Ludoviko Mimoo?
Tiuj du Esperantistoj estis analizaskolanoj, kaj preferis literumi siajn nomojn plene esperantigitaj. Mi pensas, ke la regulo ŝanĝiĝu. Se artikolo temas pri homo kun konata prefero pri propra nomo en Esperanto, ni sekvu tiun preferon.
La akademia Rekomendoj pri propraj nomoj diras "La Akademio agnoskas, ke ĉiu ajn rajtas esperantigi sian nomon laŭ sia bontrovo. Ĉiu rajtas ankaŭ elekti pseŭdonimon aŭ plumnomon por si." Ĉu ni ne ankaŭ agnosku tiun saman rajton? - Mi ankaŭ ne scias ĉu la temo estis jam diskutita. Sed tutsimple "prezidento" estas nenecesa aldono al la oficialaj radikoj. Ankaŭ PIV, kvankam agnoskanta ĝin, tamen atentigas "prezidento = prezidanto" [1]). - La demando estis plurfoje diskutata, ankaŭ en Vikipedio. Mi citas mian respondon de antaŭ 11 jaroj. Tiam venis al mi postulo ŝanĝi la titolon de la artikolo "Prezidanto de Finnlando". Tio, ke mi citas mian propran kontribuon, ne signifas, ke ne estas aliaj samopiniantoj – nur ke mi ne nun rapide trovas tiujn. Jen kion mi skribis en 2008:
- "Dankon por viaj proponoj, sed mi nepre ne ŝanĝos la titolon. La vorto prezidanto en Esperanto ĉiam signifis ankaŭ respublikestron. El la pure esperantaj vortaroj tiun signifon montras jam Kabe (1911) kaj Plena Vortaro (1934), kiuj, same kiel Reta Vortaro, tute ne havas ian radikon "prezident". "Prezidento" aperis en PIV-1970 kiel sinonimo de unu signifo de "prezidanto". PIV-2002 ankoraŭ havas ĝin, sed montras klare, ke "prezidanto" estas preferinda. Ankaŭ la aserto "vikipedio uzas la terminon 'prezidento' en tiu kazo" estas prava nur, se vi aldonas la vorton "ankaŭ": V. uzas ankaŭ la vorton "prezidento" en tiu okazo.
- Bedaŭrinde iom disvastiĝis la uzo de "prezidento", pro stranga precizismo kaj sen ia ajn pruvo pri miskomprenoj en reala lingvo, kaj tiel aldoniĝis tute nenecesa distingo lernota en la lingvo. Rektan modelon por tia distingo oni ne trovas en aliaj lingvoj, tial ĝi estas des pli malutila. Okaze de nepra bezono precizigi, oni povas diri "ŝtatprezidanto" aŭ "respublikestro", sed tia okazo maloftas. Ekz. la esprimo "prezidanto de Finnlando" estas perfekte unusenca sen iaj aldonoj. Se vi opinias, ke respublikestro ne prezidas, ne enkonduku nenecese harfendajn neologismojn, sed ĝustigu vian komprenon pri la vorto "prezidi". Kiam mortis Titu Kusi Jupanki?
En la artikolo pri 1570 estas skribite, ke en tiu ĉi jaro mortis “Titu Cusi Yupanqui "kaŝa" inkao”. Kaj en la artikolo pri 1571 estas skribite, ke en tiu ĉi jaro mortis “Titu Kusi Jupanki, imperiestro de la Inkaoj”. Estas la sama homo, la unua nomo estas skribita keĉue, la dua estas iomete esperantigita. Do li mortis dufoje. Laŭ la artikolo pri li en la esperanta vikipedio li mortis en 1571, same kiel laŭ la germana, la franca, la angla, la itala kaj laŭ multaj aliaj vikipedioj. Sed laŭ la hispana, la portugala kaj plej grave laŭ la keĉua li mortis en 1570, eble ili pli bone scias. Do kiam li mortis? --Dario Aralezo (diskuto) 15:10, 27 mar. 2019 (UTC)
Kaosa situacio ĉe italaj urbo-nomoj
Saluton! Mi nun elstarigas la artikolon pri Sicilio kaj frapis min la urbonoma kaosa afero: Kelkaj urboj restas itallingve (Ragusa, Trapani, Agrigento) dum aliaj jam havas esperantigitajn nomojn (Sirakuzo, Kaltaniseto, Mesino). Mi volas demandi al vi ĉu mi rajtus esperantigi la nomojn de almenaŭ grandaj kaj mezgrandaj urboj, samkiel ni jam faris antaŭ kelkaj jaroj al hispaniaj loĝlokoj, por koherigi la aferon kaj ĝi ne aspektu fuŝe. Bonvolu ne fari tion, vi kaŭzus nur plian ĥaoson en la tuta Vikipedio. Mi vidas nenian ĥaoson en la artikolo. Sirakuzo kaj Mesino estas urbonomoj eĉ en PIV. Kaltaniseto ŝajnas esti provinconomo. La artikolo estas ampleksa kaj ŝajnas zorge preparita kaj funde pripensita. Ekzistas nenia regulo pri devo Esperatigi urbonomojn aŭ aliajn nomojn. Ekster Vikipedio oni debatis pri la afero dum la tuta ekzistado de Esperanto. En la Vikipediaj diskutoj oni forte elstarigis ankaŭ la regulon, ke elpensi por homo aŭ loko Esperantigitan nomon, kiam tia ne estas vaste uzata ekster Vikipedio, egalas al originala esploro strikte malpermesita laŭ la Vikipediaj reguloj. Aldoni al alilingva nomo parentezan prononchelpan klarigon, kiam tia estas bezonata, estas alia afero.

Nova konkurso VikiPrintempo COE - patroprenu, helpu kaj gajnu!
Oni diras, ke ni pli bone konas malproksimajn galaksiojn ol proprajn najbarojn. Kaj tio estas bedaŭrinda! Tial estis komence de Aprilo lanĉita la konkurso VikiPrintempo de Centra kaj Orienta Eŭropo 2019 - samtempe en Vikipedio kaj en Vikivojaĝo. Mi invitas vin partopreni la konkurson - verki / traduki artikolojn, tiel helpi esperantistojn per plibonigitaj scioj pri tiu regiono kaj aldone eĉ gajni interesajn premiojn!
La konkursa parto daŭras ĝis la 31a de Majo 23:59 UTK. La 5 venkontoj gajnos donackartojn valorajn 20-100 eŭrojn kaj 4 ankaŭ abonon de Vinilkosmo kun (ne nur) Esperanta muziko. Vinilkosmo subtenis la konkurson per kelkaj aldonaj abonoj - dankon!
Temas jam pri 3a edicio de la konkurso en Esperanta Vikipedio. Kompare kun la antaŭaj jaroj estas precipe 2 gravaj ŝanĝoj:
- la konkurso okazas ankaŭ en la Esperanta Vikivojaĝo, nova projekto kun turismaj gvidiloj - por instigi vian partoprenon en Vikivojaĝo vi tie gajnas 2-oble pli multajn poentojn
- vi povas konkursi nur per artikoloj, kiuj temas ne pri via lando (do, artikoloj pri propra lando estas malpermesataj) - tio por subteni ekkonon de aliaj kulturoj

Hej, al fino de la konkurso restas malpli ol 2 semajnoj kaj mi povas kun pura konscienco diri, ke vi daŭre havas tre bonan ŝancon por venki en ĝi. Se vi interesiĝas pri Centra aŭ Orienta Eŭropo, nun vi povas kunigi vian ŝatokupon kun bela premio! Tiaj okazoj ne estas aparte oftaj kaj mi sincere ne scias, kiam ni denove organizos ion similan.
Se vi cerbumas, ĉu vi vere bezonas verki multajn artikolojn... La respondo estas: NE! En Vikivojaĝo sufiĉas, ke vi verku nur 5 artikolojn por povi gajni. (tamen memoru, ke pluraj homoj eble verkos nur minimumon, do prefere verku iom pli) En Vikivojaĝo nun ekzistas kreilo de artikoloj, kiu provizos al vi la bazan skeleton de la artikolo (informkesto, sekcititoloj ktp), do eĉ kun malmultaj spertoj pri Vikivojaĝo vi povas rapide kapti pri kio temas kaj kiel partopreni.

Kategorioj pri naskiĝintoj kaj mortintoj laŭ tagoj kaj monatoj
Mi komencis krei kategoriojn pri naskiĝintoj kaj mortintoj laŭ tagoj kaj monatoj. Ĝis nun ni skribis tiujn "eventojn" en paĝojn pri tagoj, sed tiel ĉi ni povus verki tre tre tre longajn kolonojn kun listo de nomoj kaj tre tre tre komplike poste serĉi "ĝustan" lokon, kie skribi ilin. En la paĝojn pri homoj nun sufiĉos, se ni skribos ankaŭ novajn kategoriojn. Tio estos multe pli simpla ol denova skribado la naskiĝ- kaj mort- indikojn dufoje. - Mi jam kreis ŝablonojn por tiu afero. Ili estas kaj por naskiĝintoj en monato kaj por mortiontoj en monato, ekz. {{Naskiĝintoj en januaro}}, {{Mortintoj en februaro}} ktp., kiuj estos enmetotaj en kategoriojn. Dum miaj laboroj en vikipedio mi trovis referencon pere de la ŝablono {{Retarkivo}} (https://web.archive.org/web/20180913001825/http://esp-evoluo.info/kontakto/estraro/) kiu bonege funkciis sed poste mi hejme (kie mine havas intereton) mi legis ĉion kaj kopiis la ligilon ĉar ĝi estis interesa por eniri al la nuna retejo kaj fakte ial ĝi estas pornografiaĵo... mi ne certas kial tium drastan ŝanĝon en la enhavo! Supozeble ili ne pagis por pluposedi la domajnon esp-evoluo.info kaj iu interreta damnulo ĝin aĉetis kaj metis la novan enhavon (kaj kompreneble, kio enspezigas plej multan monon en interreto? ja la respondo estas en tiu paĝo)...

New tools and IP masking
Hey everyone,
The Wikimedia Foundation wants to work on two things that affect how we patrol changes and handle vandalism and harassment. We want to make the tools that are used to handle bad edits better. We also want to get better privacy for unregistered users so their IP addresses are no longer shown to everyone in the world. We would not hide IP addresses until we have better tools for patrolling.
We have an idea of what tools could be working better and how a more limited access to IP addresses would change things, but we need to hear from more wikis. You can read more about the project on Meta and post comments and feedback. Now is when we need to hear from you to be able to give you better tools to handle vandalism, spam and harassment.
You can post in your language if you can't write in English.

The consultation on partial and temporary Foundation bans just started
Hello,
In a recent statement, the Wikimedia Foundation Board of Trustees requested that staff hold a consultation to "re-evaluat[e] or add community input to the two new office action policy tools (temporary and partial Foundation bans)".
Accordingly, the Foundation's Trust & Safety team invites all Wikimedians to join this consultation and give their feedback from 30 September to 30 October.
How can you help?
- Suggest how partial and temporary Foundation bans should be used, if they should (eg: On all projects, or only on a subset);
- Give ideas about how partial and temporary Foundation bans should ideally implemented, if they should be; and/or
- Propose changes to the existing Office Actions policy on partial and temporary bans.

Feedback wanted on Desktop Improvements project

Saluton. The Readers Web team at the WMF will work on some improvements to the desktop interface over the next couple of years. The goal is to increase usability without removing any functionality. We have been inspired by changes made by volunteers, but that currently only exist as local gadgets and user scripts, prototypes, and volunteer-led skins. We would like to begin the process of bringing some of these changes into the default experience on all Wikimedia projects.
We are currently in the research stage of this project and are looking for ideas for improvements, as well as feedback on our current ideas and mockups. So far, we have performed interviews with community members at Wikimania. We have gathered lists of previous volunteer and WMF work in this area. We are examining possible technical approaches for such changes.
We would like individual feedback on the following:
- Identifying focus areas for the project we have not yet discovered
- Expanding the list of existing gadgets and user scripts that are related to providing a better desktop experience. If you can think of some of these from your wiki, please let us know
- Feedback on the ideas and mockups we have collected so far
We would also like to gather a list of wikis that would be interested in being test wikis for this project - these wikis would be the first to receive the updates once we’re ready to start building.
When giving feedback, please consider the following goals of the project:
- Make it easier for readers to focus on the content
- Provide easier access to everyday actions (e.g. search, language switching, editing)
- Put things in logical and useful places
- Increase consistency in the interface with other platforms - mobile web and the apps
- Eliminate clutter
- Plan for future growth
As well as the following constraints:
- Not touching the content - no work will be done in terms of styling templates or to the structure of page contents themselves
- Not removing any functionality - things might move around, but all navigational items and other functionality currently available by default will remain
- No drastic changes to the layout - we're taking an evolutionary approach to the changes and want the site to continue feeling familiar to readers and editors

Beta feature "Reference Previews"
A new beta feature will soon be deployed to your wiki: Reference Previews. As you might guess from the name, this feature gives you a preview of references in the article text. That means, you can look up a reference without jumping down to the bottom of the page.
Reference Previews have already been a beta feature on German and Arabic Wikipedia since April. Now they will become available on more wikis. Deployment is planned for October 24. More information can be found on the project page.
As always, feedback is highly appreciated. If you want to test Reference Previews, please activate the beta feature in your user preferences and let us know what you think. Talk pages project
The Talk Pages Consultation was a global consultation to define better tools for wiki communication. From February through June 2019, more than 500 volunteers on 20 wikis, across 15 languages and multiple projects, came together with members of the Foundation to create a product direction for a set of discussion tools. The Phase 2 Report of the Talk Page Consultation was published in August. It summarizes the product direction the team has started to work on, which you can read more about here: Talk Page Project project page.
The team needs and wants your help at this early stage. They are starting to develop the first idea. Please add your name to the "Getting involved" section of the project page, if you would like to hear about opportunities to participate.
Mobile visual editor
The Editing team is trying to make it simpler to edit on mobile devices. The team is changing the visual editor on mobile. If you have something to say about editing on a mobile device, please leave a message at Talk:VisualEditor on mobile.
Edit Cards
- On 3 September, the Editing team released version 3 of Edit Cards. Anyone could use the new version in the mobile visual editor.
- There is an updated design on the Edit Card for adding and modifying links. There is also a new, combined workflow for editing a link's display text and target.
- Feedback: You can try the new Edit Cards by opening the mobile visual editor on a smartphone. Please post your feedback on the Edit cards talk page.
Toolbar
- In September, the Editing team updated the mobile visual editor's editing toolbar. Anyone could see these changes in the mobile visual editor.
- One toolbar: All of the editing tools are located in one toolbar. Previously, the toolbar changed when you clicked on different things.
- New navigation: The buttons for moving forward and backward in the edit flow have changed.
- Seamless switching: an improved workflow for switching between the visual and wikitext modes.
- Feedback: You can try the refreshed toolbar by opening the mobile VisualEditor on a smartphone. Please post your feedback on the Toolbar feedback talk page.
Wikimania
The Editing Team attended Wikimania 2019 in Sweden. They led a session on the mobile visual editor and a session on the new talk pages project. They tested two new features in the mobile visual editor with contributors. You can read more about what the team did and learned in the team's report on Wikimania 2019.

Today the Wikimedia Foundation Board of Trustees starts two calls for feedback. One is about changes to the Bylaws mainly to increase the Board size from 10 to 16 members. The other one is about a trustee candidate rubric to introduce new, more effective ways to evaluate new Board candidates. The Board welcomes your comments through 26 October. The Wikimedia Foundation tests the switch between its first and secondary data centers. This will make sure that Wikipedia and the other Wikimedia wikis can stay online even after a disaster. To make sure everything is working, the Wikimedia Technology department needs to do a planned test. This test will show if they can reliably switch from one data centre to the other. It requires many teams to prepare for the test and to be available to fix any unexpected problems.
They will switch all traffic back to the primary data center on Tuesday, October 27 2020.
Unfortunately, because of some limitations in MediaWiki, all editing must stop while the switch is made. We apologize for this disruption, and we are working to minimize it in the future.
You will be able to read, but not edit, all wikis for a short period of time.
- You will not be able to edit for up to an hour on Tuesday, October 27. The test will start at 14:00 UTC (14:00 WET, 15:00 CET, 10:00 EDT, 19:30 IST, 07:00 PDT, 23:00 JST, and in New Zealand at 03:00 NZDT on Wednesday October 28).
- If you try to edit or save during these times, you will see an error message. We hope that no edits will be lost during these minutes, but we can't guarantee it. If you see the error message, then please wait until everything is back to normal. Then you should be able to save your edit. But, we recommend that you make a copy of your changes first, just in case.
Other effects:
- Background jobs will be slower and some may be dropped. Red links might not be updated as quickly as normal. If you create an article that is already linked somewhere else, the link will stay red longer than usual. Some long-running scripts will have to be stopped.
- There will be code freezes for the week of October 26, 2020. Non-essential code deployments will not happen.

Vikipedio:Uzantnomo
En pollingva vikipedio ni diskutas pri nomoj de vikipedistoj kiuj laboras en GLAM. Laŭ Vikipedio:Uzantnomo (kaj ĝia pola versio) nun ne povas ekzisti uznatnomo ekzemple Uzanto:Marek (Biblioteka Narodowa) (Nacia Biblioteko de Pollando). Ĉu vere ni (eo.vikipedistoj) ne permesas? Ŝanĝo de Artikolo de la semajno al Artikolo de la monato
Tre longan tempon ni sur ĉefpaĝo montras "Artikolojn de la semajno" (ADLS), sed preskaŭ same tre longan tempon la sistemo ne vere bone funkcias. Precipe, la problemoj estas:
- artikoloj apenaŭ estas ŝanĝataj ĉiusemajne (ĉi-jare la sama artikolo ĉiam estis almenaŭ 3 sinsekvajn semajnojn, kelkfoje eĉ 5 (!) sinsekvajn semajnojn!)
- plurfoje okazas, ke artikolo ne estas elektita anticipe, kaj tiam sur la ĉefpaĝo montriĝas averto pri manko (ekzemple ĝuste nun)
Mi bone konscias, ke elektadi novan artikolon ĉiusemajne povas esti pezeta, eĉ peza tasko, precipe se ĝi estas necesa dum longa tempo. Mi diskutis kun pluraj homoj, lastatempe en Telegrama kanalo de Esperanta Vikimedio kaj ni venis kun propono ŝanĝi oftecon de artikoloj - de semajna al monata (al "Artikolo de la monato" - ADLM). Fakte, jam nun estas monata ofteco, sed ĝi estas ŝajnigata esti semajna (la sama artikolo estas elektita por 4 sinsekvaj semajnoj). Do, la ŝanĝo nur oficialigus nuntempan faktan staton.
Avanaĝoj estus:
- malpli da prizorgado
- kompare kun bone funkcianta ADLS temus pri nur 12 elektoj, kompare al 52
- eĉ kompare al nefunkcianta ADLS temus pri prizorgo de 12 montraj paĝoj, kompare kun 52
- la sistemo ADLM estas ekde komenco kreita uzante spertojn de ADLS kaj tial pli pura teĥnike
- fakte, por vizitantoj apenaŭ io ŝanĝiĝus, ĉar jam nun artikoloj sur ĉefpaĝo estas montrataj monaton
La sistemo estas bone preparita, precipe:

Jam post semajno okazos Kunsido de Ĝenerala asembleo de ELiSo. Ĉar ĝi estos jar-fina, ni traktos precipe aferojn por sekva jaro (pliaj detaloj).
La plej elstara parto de la Kunsido estos la Jarplano 2021. Ĉar tiu dokumento starigas la bazan kadron por laboro por la tuta jaro, via partopreno en ĝia preparo estas aparte bonvena! Por travidebleco kaj ebligi vastan partoprenon okazas preparado publike en Meta-Vikio.
Via agado tre gravas! En organizo, funkciuloj estas kiel ostoj, kiuj prizorgas la bazan strukturon kaj levas la plej granda pezon, sed kutimaj senfunkciaj aktivuloj estas la muskoloj, danke al kiuj la organizo povas vivi. Global bot policy proposal: invitation to a Meta discussion

I apologize for sending a message in English. Please help translate to your language. According to the list, your wiki project currently is opted in to the global bot policy. Under this policy, bots that fix double redirects or maintain interwiki links are allowed to operate under a global bot flag that is assigned directly by the stewards.
As the Wikimedia projects developed, the need for the current global bot policy decreased, and in the past years, no bots were appointed via that policy. That is mainly given Wikidata were estabilished in 2013, and it is no longer necessary to have dozens of bots that maintain interwiki links.
A proposal was made at Meta-Wiki, which proposes that the stewards will be authorized to determine whether an uncontroversial task may be assigned a global bot flag. The stewards already assign permissions that are more impactful on many wikis, namely, global sysops and global renamers, and I do not think that trust should be an issue. The stewards will assign the permission only to time-proven bots that are already approved at a number of projects, like ListeriaBot.

Wikidata descriptions changes to be included more often in Recent Changes and Watchlist

As you may know, you can include changes coming from Wikidata in your Watchlist and Recent Changes (in your preferences). Until now, this feature didn’t always include changes made on Wikidata descriptions due to the way Wikidata tracks the data used in a given article.
Starting on December 3rd, the Watchlist and Recent Changes will include changes on the descriptions of Wikidata Items that are used in the pages that you watch. This will only include descriptions in the language of your wiki to make sure that you’re only seeing changes that are relevant to your wiki.
This improvement was requested by many users from different projects. We hope that it can help you monitor the changes on Wikidata descriptions that affect your wiki and participate in the effort of improving the data quality on Wikidata for all Wikimedia wikis and beyond.
Note: if you didn’t use the Wikidata watchlist integration feature for a long time, feel free to give it another chance! The feature has been improved since the beginning and the content it displays is more precise and useful than at the beginning of the feature in 2015.

Aliĝo de ELiSo kiel Faka organizo de UEA / TEJO
Por 2021 estas plano (prezentita en la Jara plano kaj Jara buĝeto) membriĝi en UEA / TEJO, sed detaloj estas daŭre traktataj. Mi prizorgas la aferon nome de ELiSo. La Estraro de ELiSo en Januaro 2021 kunsidis kun Albert Stalin Garrido, la Estrarano de TEJO respondeca pri Landa kaj Faka Agado, por informiĝi. Pluraj demandoj estis responditaj kaj la procezo pliprogresis; la ĝenerala sento estis bona ambaŭflanke. La komenco de procezo estis planita por mezo de Februaro 2021.
Mi ĵus komencis diskuton kun ambaŭ UEA kaj TEJO por plie pliklarigi la situacion. ELiSo ankoraŭ *ne* faris formalan peton pri aliĝo! Tio laŭplane venos post pliklarigoj flanke de UEA.
Tempolinio (datoj estas proksimumaj):
- Februaro - Marto: UEA (kaj eventuale TEJO) respondos niajn demandojn pri aliĝo (specife pri eblo esti Faka organizo samtempe en UEA kaj TEJO)

La Estraro de Esperanto kaj Libera Scio proponas ŝanĝi la nomon de "Esperanto kaj Libera Scio" al pli longdaŭra (precipe "Vikimedio Esperanto" por uzado en Esperantujo). Por tio bezonatas decidoj ankaŭ de aliaj instancoj. Precipe se vi *forte* kontraŭas, skribu tion nun.
Ĝis nun ni kaj oficiale (kiel jura persono) kaj neoficiale (en niaj sociaj retejoj, informpaĝoj ktp) uzas nian Uzanto-Grupan nomon "Esperanto kaj Libera Scio". Sed ni scias, ke post kiam ni iĝos Vikimedia Tema organizo, ni povos kaj oficiale kaj neoficiale uzadi la Temo-Organizan nomon "Vikimedio Esperanto".
La Estraro de ELiSo ĵus decidis:
- strebi ŝanĝi oficialan nomon (en Statuto) de "Esperanto kaj Libera Scio" al pli longdaŭra (post-Uzanto-Grupa) nomo; kaj
- strebi ricevi permeson de AffCom por uzado de Temo-Organiza nomon (konkrete "Vikimedio Esperanto") en Esperantujo jam antaŭ oficiala rekono kiel Tema organizo.
Kion vi faru nun?
- Se vi konsentas - nenion.
- Se vi malkonsentas - skribu tion.
Ni delonge scias, ke ni ŝanĝos nian nomon al "Vikimedio Esperanto" kaj tion emfazas nia strebo iĝi Vikimedia Tema organizo. La Estraro jam decidis sian plian laboron en tiu kampo, do se nenio kontraŭa okazos, la Estraro simple plenumos la laboron.
Se vi malkonsentas kun tia ŝanĝo de la nomo, skribu tion *nun*! Se pluraj homoj *forte* kontraŭos ene de semajno, la Estraro repripensos la aferon. Ankaŭ viaj subtenaj mesaĝoj estas aprezataj, sed ne nepre bezonataj (se homoj ne kontraŭos).

[upcoming deployment] Growth team features

I'm Trizek (WMF). I work as a community relations specialist for the Wikimedia Foundation. I'm here to share a message from the Growth team.
As you may already know, the Growth team's goal is to create features that would help newcomers. Our goal is to help newcomers when they edit for the first time and also to increase the retention of new editors. Several wikis already have these features since a long time now. Working with these wikis, the Growth team found evidence of the efficiency of these new features.
These features will be available for all new accounts on your Wikipedia starting on March 24. This way your Wikipedia will offer more options for newcomers to make good first edits and become community members.
How to help?
First, we need help to translate the features. At the moment, most of the messages newcomers will see on your Wikipedia are in English, some of them have been translated using machine translation. Please help translate the interface (done on translatewiki.net. It needs a specific account).
Also, I need your help for the configuration of the features. It you are familiar with Phabricator, here is the ticket with all the information we used for the deployment. Please have a look at it. You can suggest changes by replying to this message, or directly on Phabricator.
- We are looking for a maintenance template that would match our "Copyedit article" task (fix spelling, grammar and tone), and their associated help page.
- We are also looking for an help page that explains to newcomers how to bring existing articles up-to-date.
When these blocking points will be addressed, the team will be able to deploy the tools on your wiki, only for experienced users (activation will be possible in your preferences). This way, you will be able to check if everything works fine before we deploy the tools to more wikis.
If you wish to, you can create a list of mentors. This will activate the optional Mentorship module. Please format the list following the guidance. You need at least one mentor for each 500 new accounts created monthly on your wiki (3 mentors minimum). Are you hesitant to become a mentor? Please check the resources we have written based on other mentors' experiences.

You can try the Growth features on Esperanto Wikipedia
The features available right now in your preferences (here and there) so that you can try them. They are not yet visible to newcomers.
They include:
- Newcomer homepage: a new special page, the best place for a newcomer to get started. It includes:
- Newcomer tasks: a feed of task suggestions that help newcomers learn to edit. Newcomers have been making productive edits through this feed! Know more about this tool.
- [optional] Mentorship module: each newcomers has a direct link to an experienced user (see below). This way, they can ask questions about editing Wikipedia, less the need to find where to ask for assistance.
- Impact module: the user sees how many pages views articles they edit received. Have a look at Special:Impact for yours!
- Help panel: a platform to provide resources to newcomers while they are editing. If they do some suggested tasks, they are guided step-by-step on the process of editing.
- Welcome Survey: communities can know why newcomers create an account on Wikipedia.

The Universal Code of Conduct (UCoC) provides a universal baseline of acceptable behavior for the entire Wikimedia movement and all its projects. The project is currently in Phase 2, outlining clear enforcement pathways. You can read more about the whole project on its project page.
Drafting Committee: Call for applications
The Wikimedia Foundation is recruiting volunteers to join a committee to draft how to make the code enforceable. Volunteers on the committee will commit between 2 and 6 hours per week from late April through July and again in October and November. It is important that the committee be diverse and inclusive, and have a range of experiences, including both experienced users and newcomers, and those who have received or responded to, as well as those who have been falsely accused of harassment.

2021 community consultations: Notice and call for volunteers / translators
From 5 April – 5 May 2021 there will be conversations on many Wikimedia projects about how to enforce the UCoC. Global bot policy changes

I apologize for sending a message in English. Please help translate to your language. According to the list, your wiki project is currently opted in to the global bot policy. As such, I want to let you know about some changes that were made after the global RfC was closed.
- Global bots are now subject to a 2 week discussion, and it'll be publicized via a MassMessage list, available at Bot policy/New global bot discussion on Meta. Please subscribe yourself or your wiki if you are interested in new global bots proposals.
- For a bot to be considered for approval, it must demonstrate it is welcomed in multiple projects, and a good way to do that is to have the bot flag on at least 5 wikis for a single task.
- The bot operator should make sure to adhere to the wiki's preference as related to the use of the bot flag (i.e., if a wiki doesn't want a bot to use the flag as it edits, that should be followed).

Line numbering coming soon to all wikis
From April 15, you can enable line numbering in some wikitext editors - for now in the template namespace, coming to more namespaces soon. This will make it easier to detect line breaks and to refer to a particular line in discussions. These numbers will be shown if you enable the syntax highlighting feature (CodeMirror extension), which is supported in the 2010 and 2017 wikitext editors.

Suggested Values
From April 29, it will be possible to suggest values for parameters in templates. Suggested values can be added to TemplateData and will then be shown as a drop-down list in VisualEditor. This allows template users to quickly select an appropriate value. This way, it prevents potential errors and reduces the effort needed to fill the template with values. It will still be possible to fill in values other than the suggested ones.

Wikimania 2021: Individual Program Submissions
Dear all,
Wikimania 2021 will be hosted virtually for the first time in the event's 15-year history. Since there is no in-person host, the event is being organized by a diverse group of Wikimedia volunteers that form the Core Organizing Team (COT) for Wikimania 2021.
Event Program - Individuals or a group of individuals can submit their session proposals to be a part of the program. There will be translation support for sessions provided in a number of languages. See more information here.

Earlier this year, the Editing team ran a large study of the Reply Tool. The main goal was to find out whether the Reply Tool helped newer editors communicate on wiki. The second goal was to see whether the comments that newer editors made using the tool needed to be reverted more frequently than comments newer editors made with the existing wikitext page editor.
The key results were:
- Newer editors who had automatic ("default on") access to the Reply tool were more likely to post a comment on a talk page.
- The comments that newer editors made with the Reply Tool were also less likely to be reverted than the comments that newer editors made with page editing.
These results give the Editing team confidence that the tool is helpful.
Looking ahead
The team is planning to make the Reply tool available to everyone as an opt-out preference in the coming months. This has already happened at the Arabic, Czech, and Hungarian Wikipedias.
The next step is to resolve a technical challenge. Then, they will deploy the Reply tool first to the Wikipedias that participated in the study. After that, they will deploy it, in stages, to the other Wikipedias and all WMF-hosted wikis.
You can turn on "Discussion tools" in Beta Features now. After you get the Reply tool, you can change your preferences at any time in Special:Preferences#mw-prefsection-editing-discussion.

Server switch

The Wikimedia Foundation tests the switch between its first and secondary data centers. This will make sure that Wikipedia and the other Wikimedia wikis can stay online even after a disaster. To make sure everything is working, the Wikimedia Technology department needs to do a planned test. This test will show if they can reliably switch from one data centre to the other. It requires many teams to prepare for the test and to be available to fix any unexpected problems.
Unfortunately, because of some limitations in MediaWiki, all editing must stop while the switch is made. We apologize for this disruption, and we are working to minimize it in the future.
You will be able to read, but not edit, all wikis for a short period of time.
- You will not be able to edit for up to an hour on Tuesday, 29 June 2021. The test will start at 14:00 UTC (07:00 PDT, 10:00 EDT, 15:00 WEST/BST, 16:00 CEST, 19:30 IST, 23:00 JST, and in New Zealand at 02:00 NZST on Wednesday 30 June).
- If you try to edit or save during these times, you will see an error message. We hope that no edits will be lost during these minutes, but we can't guarantee it. If you see the error message, then please wait until everything is back to normal. Then you should be able to save your edit. But, we recommend that you make a copy of your changes first, just in case.
Other effects:
- Background jobs will be slower and some may be dropped. Red links might not be updated as quickly as normal. If you create an article that is already linked somewhere else, the link will stay red longer than usual. Some long-running scripts will have to be stopped.
- There will be code freezes for the week of June 28. Non-essential code deployments will not happen.

2021 Board of Trustees election
The 2021 Board of Trustees election opens 4 August 2021. Candidates from the community were asked to submit their candidacy. After a three week long call for candidates, there are 20 candidates for the 2021 election.
The Wikimedia movement has the opportunity to vote for the selection of community-and-affiliate trustees. The Board is expected to select the four most voted candidates to serve as trustees. Voting closes 17 August 2021.
The Wikimedia Foundation Board of Trustees oversees the Wikimedia Foundation's operations. The Board wants to improve their competences and diversity as a team. They have shared the areas of expertise that they are currently missing and hope to cover with new trustees.

En Esperanto kaj Libera Scio ni ekuzas kaj testas novan projektan mastrumilon OpenProject. Ĝi helpas al ni havi superrigardon pri taskoj ene de projektoj kaj ebligas al vi, komunumanoj / membroj / subtenantoj, vidi kiuj laboroj bone progresas kaj kiuj aprezus ioman helpon.

Universal Code of Conduct - Enforcement draft guideline reviews
The Universal Code of Conduct Phase 2 drafting committee would like comments about the enforcement draft guidelines for the Universal Code of Conduct (UCoC). This review period is planned for 17 August 2021 through 17 October 2021.
These guidelines are not final but you can help move the progress forward. The committee will revise the guidelines based upon community input.
Comments can be shared in any language on the draft review talk page and multiple other venues. Community members are encouraged to organize conversations in their communities.

Rekono de Esperanto kaj Libera Scio estas paŭzigita por nedifinita tempo
Laŭ la Jara plano 2021 de Esperanto kaj Libera Scio (ELiSo / VMEO) ni laboras por esti rekonitaj kiel Vikimedia Tema organizo (TemOrg) (ĝis nun ni estas Vikimedia Uzanto-Grupo (VUG), do statuso kun malpli altaj rajtoj kaj respondecoj). Finaj dokumentoj bezonataj por la rekono estis al Komitato pri aligitaj organizoj (AffCom) provizitaj fine de Novembro 2020. Ĉar kutima tempo por aprobo estas 4-6 monatoj, ni devintus esti rekonitaj kiel TemOrg ĉ. Aprilo-Junio 2021. AffCom dum la tuta tempo prezentis eĉ ne unu problemon pri nia rekono.
Post paso de la kutime bezonata tempo (kaj iom aldona tempo, se hazarde AffCom simple havus superŝuton de laboro aŭ simile) mi (kiel respondeculo pri la rekono flanke de ELiSo) kontaktis AffCom-n pri la progreso. Bedaŭrinde, AffCom informis min, ke nia rekono kiel TemOrg estis paŭzita. Unue prezentita kialo de AffCom estis falsa (aŭ almenaŭ ege misgvida), kaj la dua prezentita kialo estas ke mi estas samtempe laboranta pri rekono flanke de ELiSo kaj ankaŭ estas envolvita en aktiva konflikto pri la Uzanto-Grupo Vikimedianoj de Slovakio (kie mi helpas al solvo de longtempa problemo pri ilia rompado de sia Statuto kaj la gvidaj principoj de la Fondaĵo Vikimedio (kies obeado estas postulo por esti rekonita kiel Uzanto-Grupo kaj kies malobeado povas rezulti en malrekono). Pluraj (ne ĉiujn) publike konatajn rompoj de Statuto kaj aliaj interkonsentoj fare de VMSVK vi povas legi en ĝia historio en Meta.

The 2022 Community Wishlist Survey will happen in January
Hello everyone,
We hope all of you are as well and safe as possible during these trying times! We wanted to share some news about a change to the Community Wishlist Survey 2022. We would like to hear your opinions as well.
Summary:
We will be running the Community Wishlist Survey 2022 in January 2022. We need more time to work on the 2021 wishes. We also need time to prepare some changes to the Wishlist 2022. In the meantime, you can use a dedicated sandbox to leave early ideas for the 2022 wishes.
Proposing and wish-fulfillment will happen during the same year
In the past, the Community Tech team has run the Community Wishlist Survey for the following year in November of the prior year. For example, we ran the Wishlist for 2021 in November 2020. That worked well a few years ago. At that time, we used to start working on the Wishlist soon after the results of the voting were published.
However, in 2021, there was a delay between the voting and the time when we could start working on the new wishes. Until July 2021, we were working on wishes from the Wishlist for 2020.
We hope having the Wishlist 2022 in January 2022 will be more intuitive. This will also give us time to fulfill more wishes from the 2021 Wishlist.
Encouraging wider participation from historically excluded communities
We are thinking how to make the Wishlist easier to participate in. We want to support more translations, and encourage under-resourced communities to be more active. We would like to have some time to make these changes.
A new space to talk to us about priorities and wishes not granted yet
We will have gone 365 days without a Wishlist. We encourage you to approach us. We hope to hear from you in the talk page, but we also hope to see you at our bi-monthly Talk to Us meetings! These will be hosted at two different times friendly to time zones around the globe.
We will begin our first meeting September 15th at 23:00 UTC. More details about the agenda and format coming soon!
Brainstorm and draft proposals before the proposal phase
If you have early ideas for wishes, you can use the new Community Wishlist Survey sandbox. This way, you will not forget about these before January 2022. You will be able to come back and refine your ideas. Remember, edits in the sandbox don't count as wishes!

2021 Wikimedia Board of Trustees Election Result
Thank you to everyone who participated in the 2021 Board election. The Elections Committee has reviewed the votes of the 2021 Wikimedia Foundation Board of Trustees election, organized to select four new trustees. A record 6,873 people from across 214 projects cast their valid votes. The following four candidates received the most support:
- Rosie Stephenson-Goodknight
- Victoria Doronina
- Dariusz Jemielniak
- Lorenzo Losa
While these candidates have been ranked through the community vote, they are not yet appointed to the Board of Trustees. They still need to pass a successful background check and meet the qualifications outlined in the Bylaws. The Board has set a tentative date to appoint new trustees at the end of this month. Call for Candidates for the Movement Charter Drafting Committee ending 14 September 2021
Movement Strategy announces the Call for Candidates for the Movement Charter Drafting Committee. The Call opens August 2, 2021 and closes September 14, 2021.
The Committee is expected to represent diversity in the Movement. Diversity includes gender, language, geography, and experience. This comprises participation in projects, affiliates, and the Wikimedia Foundation.
English fluency is not required to become a member. If needed, translation and interpretation support is provided. Members will receive an allowance to offset participation costs. It is US$100 every two months.
We are looking for people who have some of the following skills:
- Know how to write collaboratively. (demonstrated experience is a plus)
- Are ready to find compromises.
- Focus on inclusion and diversity.
- Have knowledge of community consultations.
- Have intercultural communication experience.
- Have governance or organization experience in non-profits or communities.
- Have experience negotiating with different parties.
The Committee is expected to start with 15 people. If there are 20 or more candidates, a mixed election and selection process will happen. If there are 19 or fewer candidates, then the process of selection without election takes place.

Movement Charter Drafting Committee - Community Elections to take place October 11 - 24
This is a short message with an update from the Movement Charter process. The call for candidates for the Drafting Committee closed September 14, and we got a diverse range of candidates. The committee will consist of 15 members, and those will be (s)elected via three different ways.
The 15 member committee will be selected with a 3-step process:
- Election process for project communities to elect 7 members of the committee.
- Selection process for affiliates to select 6 members of the committee.
- Wikimedia Foundation process to appoint 2 members of the committee.
The community elections will take place between October 11 and October 24. The other process will take place in parallel, so that all processes will be concluded by November 1.
We are very happy about the wide range of diverse Wikimedians that are running for the election and selection processes for the drafting committee of the Movement Charter! As the number of candidates is quite large and thus informing yourself about them might be a bit more complicated, we want to try something different this time: We want to organize a so-called “Voting Advice Application (or “Election Compass) with statements related to the Movement Charter. All candidates can propose their statements here.

This is just a reminder that the Universal Code of Conduct Draft Enforcement Guidelines are open for review and comment. The Drafting Committee will start working on revisions and improvement in less than two weeks (October 17), so it is important that you give them your ideas and opinions soon!

Voting is open from October 12 to October 24, 2021.
The committee will consist of 15 members in total: The online communities vote for 7 members, 6 members will be selected by the Wikimedia affiliates through a parallel process, and 2 members will be appointed by the Wikimedia Foundation. The plan is to assemble the committee by November 1, 2021.

Welcome to the fourth issue of Universal Code of Conduct News! This newsletter will help Wikimedians stay involved with the development of the new code and will distribute relevant news, research, and upcoming events related to the UCoC.

- Enforcement Draft Guidelines Review Wrap-up - The Universal Code of Conduct Enforcement Draft Guidelines Review will come to a close on 17 October 2021, after more than two months of extensive consultations. (continue reading)
- Roundtable Discussions and Conversation Hours - Another successful roundtable session happened on September 18, 2021 to discuss the EDGR. One last conversation hour will be happening on October 15th, 2021. (continue reading)
- Movement Charter Drafting Committee Elections - The Movement Charter Drafting Committee selection process has kicked off and will be open until October 25, 2021. Contributors to Wikimedia projects can elect their favorite candidates on to the committee. (continue reading)

Movement Strategy Implementation grants now provide more than $2,000 USD to put Movement Strategy plans into action. Find out more about Movement Strategy Implementation grants, the criteria, and how to apply here.

Meet the new Movement Charter Drafting Committee members
The Movement Charter Drafting Committee election and selection processes are complete.
- The election results have been published. 1018 participants voted to elect seven members to the committee: Richard Knipel (Pharos), Anne Clin (Risker), Alice Wiegand (Lyzzy), Michał Buczyński (Aegis Maelstrom), Richard (Nosebagbear), Ravan J Al-Taie (Ravan), Ciell (Ciell).
- The affiliate process has selected six members: Anass Sedrati (Anass Sedrati), Érica Azzellini (EricaAzzellini), Jamie Li-Yun Lin (Li-Yun Lin), Georges Fodouop (Geugeor), Manavpreet Kaur (Manavpreet Kaur), Pepe Flores (Padaguan).
The Wikimedia Foundation has appointed two members: Runa Bhattacharjee (Runab WMF), Jorge Vargas (JVargas (WMF). The committee will convene soon to start its work. The committee can appoint up to three more members to bridge diversity and expertise gaps.

Closing the comment period for the Universal Code of Conduct Enforcement Draft Guidelines
Thank you for your continued comments and ideas on the Universal Code of Conduct enforcement guidelines. Your responses have helped to build a stronger Universal Code of Conduct.
If you have not already provided your comments, now is the time as the drafting committee has been meeting to update the enforcement guidelines. The drafting committee wants to consider all comments as they make their updates. Please submit any comments by the end of November. The Committee hopes to finish its revisions before the end of the year, and the revised guidelines will be published as soon as they have been completed.
The next steps for the Universal Code of Conduct include conversations about ratification of the enforcement guidelines. There will be a conversation about ratification on Nov 29.
The Wikimedia Foundation will make recommendations to the Board of Trustees about the ratification of the guidelines in December. The recommendations will inform the next steps in the Universal Code of Conduct process.

Upcoming Call for Feedback about the Board of Trustees elections
The Wikimedia Board of Trustees is preparing a call for feedback about the upcoming Board Elections, from January 7 - February 10, 2022.
While details will be finalized the week before the call, we have confirmed at least two questions that will be asked during this call for feedback:
- What is the best way to ensure fair representation of emerging communities among the Board?
- What involvement should candidates have during the election?
While additional questions may be added, the Movement Strategy and Governance team wants to provide time for community members and affiliates to consider and prepare ideas on the above confirmed questions before the call opens. Community members can also organise local conversations during the call. You can find more information about this upcoming call for feedback here.

You are humbly invited to participate in the Wiki Loves Folklore 2022 an international photography contest organized on Wikimedia Commons to document folklore and intangible cultural heritage from different regions, including, folk creative activities and many more. It is held every year from the 1st till the 28th of February.
You can help in enriching the folklore documentation on Commons from your region by taking photos, audios, videos, and submitting them in this commons contest.
You can also organize a local contest in your country and support us in translating the project pages to help us spread the word in your native language.

Saluton, nun Esperanta Vikipedio havas rangon 15 inter ĉiuj Vikipedioj. Vidu ĉi tien Vikipedio:Listo de havendaj artikoloj aŭ pli bone List of Wikipedias by sample of articles. Vi povas vidi, ke mankas nur 0.01 poentojn kaj nia Vikipedio havos la rangon 14! Se mi gajnus eĉ 0.22 poentojn, nia Vikipedio havos tuj la rangon 12! Ĉi tio estus la plej grava momento de nia Vikipedio. Kiel oni povas helpi? Ni bezonas pli longajn artikolojn en sekva listo. The Call for Feedback about the Board of Trustees elections is now open
The Call for Feedback: Board of Trustees elections is now open and will close on 7 February 2022.
With this Call for Feedback, the Movement Strategy and Governance team is taking a different approach. This approach incorporates community feedback from 2021. Instead of leading with proposals, the Call is framed around key questions from the Board of Trustees. The key questions came from the feedback about the 2021 Board of Trustees election. The intention is to inspire collective conversation and collaborative proposal development about these key questions.
There are two confirmed questions that will be asked during this Call for Feedback:
- What is the best way to ensure more diverse representation among elected candidates? The Board of Trustees noted the importance of selecting candidates who represent the full diversity of the Wikimedia movement. The current processes have favored volunteers from North America and Europe.
- What are the expectations for the candidates during the election? Board candidates have traditionally completed applications and answered community questions. How can an election provide appropriate insight into candidates while also appreciating candidates’ status as volunteers?
There is one additional question that may be presented during the Call about selection processes. This question is still under discussion, but the Board wanted to give insight into the confirmed questions as soon as possible. Hopefully if an additional question is going to be asked, it will be ready during the first week of the Call for Feedback.

If your affiliate/language project is developing its own education initiatives, please remember to take advantage of this newsletter to publish your stories with the wider movement that shares your passion for education. You can submit newsletter articles in your own language or submit bilingual articles for the education newsletter. For the month of January the deadline to submit articles is on the 20th January. This revamped newsletter distributes relevant news and events about the Movement Charter, Universal Code of Conduct, Movement Strategy Implementation grants, Board elections and other relevant MSG topics.

Updates on the Universal Code of Conduct Enforcement Guidelines Review
Hello everyone,
The Universal Code of Conduct (UCoC) Enforcement Guidelines were published 24 January 2022 as a proposed way to apply the Universal Code of Conduct across the movement. Comments about the guidelines can be shared here or the Meta-wiki talk page.
There will be conversations on Zoom on 4 February 2022 at 15:00 UTC, 25 February 2022 at 12:00 UTC, and 4 March 2022 at 15:00 UTC. Join the UCoC project team and drafting committee members to discuss the guidelines and voting process.
The timeline is available on Meta-wiki. The voting period is March 7 to 21. See the voting information page for more details.
